How this is calculated

Global plastic production reached roughly 400 million metric tonnes (MT) in 2022 (OECD Environmental Outlook to 2040, 2023). Of that, only about 9% is recycled, 19% is incinerated or recovered for energy, and 50% is sent to controlled landfill. The remaining ~22% is mismanaged — littered, openly burned, or otherwise released into the environment, ultimately contributing to plastic accumulation in soils, waterways and oceans.

This calculator lets you apply two policy levers: a reduction in total plastic production (e.g. from extended producer-responsibility laws, bans on single-use items or material substitution), and an increase in the recycling rate (from improved infrastructure or collection). The model assumes that additional recycling capacity diverts material first from the mismanaged stream (the most impactful source) and then from landfill. Production reduction scales all streams proportionally.

The output is the annual plastic leakage in million tonnes under the policy scenario, compared to the baseline. These are global-level estimates with high uncertainty; real impacts depend on regional infrastructure, enforcement and economic incentives. The 2022 baseline figures are editable — replace them with sector- or country-specific data for more targeted analysis.

Frequently asked questions

Mismanaged plastic includes any plastic that is littered, openly burned, dumped in uncontrolled landfills, or otherwise released outside a managed waste system. It is the primary route for plastic to reach rivers and eventually oceans. The OECD estimated this at roughly 22% of global production in 2019–2022.

Preventing mismanagement has the highest environmental leverage — diverting one tonne of mismanaged plastic avoids a tonne of environmental leakage, whereas diverting from controlled landfill reduces future accumulation but has a smaller immediate pollution impact. The model therefore assumes new recycling capacity targets the mismanaged stream first.

The defaults are rounded 2022 global estimates from OECD and PlasticsEurope reports. There is significant uncertainty in the mismanagement figure (estimates range from 19% to 31% depending on methodology) and recycling rates vary widely by region (EU: ~30%, global: ~9%). Replace the defaults with regional data for more specific analysis.
